The brief review of the works of the last decade devoted to observation and interpretation of quasy-constant
anomalous electrical fields in the atmosphere before earthquakes is presented. Generation of electrical field in
the atmosphere near Earth surface can be of deformation nature and local peculiarities demonstrate mosaic-like
structure of physical processes in the Earth’s crust. Anomalies of electrical field in the atmosphere near Earth
surface can arise due to electrical processes if radon pollution, which increases conductivity, is taken into account.
The generation of anomalous electrical fields also can take place due to Frenkel gravity separation of electrical
charges in the clouds of aerosols with increased ionization. Experimentally the anomalies of electrical fields were
studied for a limited number of events and only at a few stationary devises in the near-earth atmosphere. It
seems reasonable that the regions with anomalous electrical fields are localized mosaic-like in the atmosphere at
different heights. So the one-point observations cannot demonstrate the adequate picture of the phenomenon,
which cab be used as a earthquake precursor, and a remote sensing of electrical fields is necessary.
