Solar activity anomalies and anomalous hydrometeorological events on the territory of Russia

In this presentation a relation between separate anomalous solar events on the decay phase of the 23 solar
cycle and development of dangerous hydrometeorological events (DE) is considered. It is known that north
hemisphere temperature dependence on solar cycle duration and solar constant variation on Wolf numbers have
in-phase character. On the other hand the number of DE on the territory of Russia and solar activity for the
23 solar cycle revealed evident anti-phase behavior [Skomarovsky et al., 2008]. It is due to the fact that weather
events are associated with full energy flux coming to the Earth. But DEs occur at big gradients. Energy income
to the atmosphere from additional sources such as X-ray radiation, cosmic rays and solar wind during solar
bursts have different space distribution. They provide smoothing of meso and large scale temperature gradients
and diminish probability of appearance of DEs. Statistical averaging is achieved in a natural way by choosing
monthly distribution of the number of DE on the territory of Russia. It is shown that the mostly distinctive
decrease of DE occur after geoeffective proton events with big fluxes.
