Excitation of electromagnetic oscillations in plasma with anisotropic ions

The properties of non-gyrotropic ion distribution appearing in a neutral layer of the Earth magnetotail were
investigated. It is shown that such distributions are unstable in relation to electromagnetic wave excitation
with wave vector directed along the Sun-Earth line. Wave increment depends on ”hole” parameters in velocity
space and electron and ion temperatures.
