The effect of ion temperature decreasing at L < 3 during geomagnetic storm development was recently
revealed by INTERBALL 2 and MAGION 5 thermal plasma data. A model of proton drift outward from the
Earth caused by magnetic field decreasing in the inner plasmasphere is considered. Conservation of the first
adiabatic invariant results in proton cooling during their outward motion. It is shown that model temperatures
well agree with experimental data. The work is partially supported by the RAS programs P16 and OFN 15.
